Are there cars that may be said to both manual and auto transmission at the same time?

Yes, they just don't have a clutch. BMW 545, Lexus IS 300 are two that I can think of.

There's now semi trucks that are both. You only have to use the clutch when coming to a stop and starting again. Like like in my day where you have two gear shifts the Brownie, each with five speeds.

Back in the day there was a transmission called a "Clutch Flight"
It was an auto "with" a clutch.

That is kind of like a yes and a no, your transmission can't theoretically be an auto and manual simultaneously. there's cars that have a feature that makes it possible for you to drive in a manual changing mode although there's no changing involved in the classical sense also as in the more convenient auto mode. Car businesses have various names for these types but just it all comes down to an electrical gear changing in the transmission, no linkages involved.

I think that what they mean by auto and manual simultaneously is that you may use the 3,2,1 like on a Santa Fe you push the shifter up and down to change the gear.

Yes it is called Manumatic.. you may be able to either leave it in auto, or switch it into stick and shift yourself.
