My guess could be that the turbo is pretty small on the Volvo, lots of stock turbos are small, so I could guess around 2300 3000 rpms is when you may want to feel the turbo kick in. With computer control these days you may not feel a violent jolt like some cars have when the turbo kicks in. It may feel pretty smooth and hard to tell that turbo is kicking in, but you may want to be able to tell in acceleration. You may get a light feeling of being pushed back in your seat as the turbo kicks in, if it does it smoothly.

I used to have an '04 Dodge SRT four and that had a decent sized turbo on it it kicked in around 2500 3000 RPMs. And boy did you feel it kick in. Sweet.
