if I were to build up my engine for max hp.
new cam
new crankshaft
pistons
larger throttle body

you get the point..

how could I get the ecu programmed for it?

Get a GM performance magazine, or goto an S ten forum. That be a place I'd start.

If you're going to race it you're better off dropping a 350 in to it. They make kits that will let a 350 to screw in.
