Can someone recommend a cold air intake for an 07 Civic Si Sedan that's easy to install?
And hopefully one that will produce the best results? estimated cost? Difference between short ram and regular?

AEM and Injen are the best. they are roughly $200. And most likely take less than 30 minutes to install with basic tools socket set and screw driver
Personally, on my car I have a SRI. The performance gained by a CAI over a SRI are minimal maybe one hp, however the peace of mind caused by the reduced risk of hydrolocking is well worth it.
BTW, hydrolocking is when water gets sucked up the intake and into the engine by driving through a puddle. The piston hits the water in the cylinder and, since water doesn't compress, the result is a catastrophic failure of the engine broken pistons, rods, head, block or all of the above

just hook the hose from your clothes dryer to it,
and let it hand down.or cut a hole in the hood and rivet the hose to the top of the hood

AEM, but beware it maybe a bit of a , and I had a 01 celica and with the japs you must take so much parts off to put it in. but if you know everything on a car its not a problem..

They are ALL easy to install. If you can not install one yourself, you shouldn't be working on the car.
Short ram is simpler, but do not give you much HP get. Your best bet us cold air instake. AEM CAI should be around $200, and the pipe goes under the front bumper Which means every time you want to clean thins thing, you either have to reduce the bumper or remove the wheel splash guard
