Count what? and.. no.. it isn't morse code. you have to give a more info for your question to seem right to others.

The flashing light is sending out conventional morse code. Short flashes are dots, long flashes are dashes. if you write out the dots and dashes and translate that into numbers and letters then deduct the second set of numbers from the 1st it'll give you the coordinates to the next place.
