All cars in those years have power steering.
If they did not you'd have to pull like heck to move the car anywhere.
How much power? do not know.

if it fells like it does not you may want to get the front end checked out and you may end up replacing the pump
open the hood and look for a big ole' cap that says "power steering fluid" on it that is what your looking for

Yes, all Lumina's have power steering. it's standard on all of them.
