No, on most cars the four way and the turn signals use separate flashers. That way, if the turn signals do not work, the four ways still will.
By the way, the four way flasher is typically the easy one to get to. it is typically on the fuse block. Good luck finding the turn signal flasher. They hide those things in the awfulest places.

my be 2nd flasher there, any way unplug flasher and turn on four way and turn signal if both not working you just have one flasher if only one working you have two

Nope four ways and turnsignals are separate circuits and as safety features .
NHTSA . The National Hiway Traffic Safety governance could not let that to be.
if the flasher failed in an only one flasher system it could because a dangerous traffic condition.
having two separate circuits with two separate fuses and etc means the chance of both systems being bad simultaneously is about one Million to 1.
the same reason the same authority mandated that all cars and truck sold in the US starting with the 1967 model year must have a tandem resivior master cylinder for the brakes vs the single resivior master cylinder of the past.
in case of system failure with the tandem dual system there could generally be 1/2 the system to stop the car on vs the single resivior system leaving you without any service brake and only an emergency brake to stop if the driver remembered to use it.
Absolute car and Passenger safety is their #1 Concern.
