you must check the power delivery circuits to the fuel pump as you're saying the pump is okay, right? Install a test light to a good ground and to the power supply that's coming down the harness to the fuel pump. With the key off, there should be no light on. When the ignition is turned to on, the light should be on for about two seconds, then go off. When the key is turned to begin the light should come on and stay on as long as you're cranking or running. There are two circuits that let the fuel pump to work. One is the PCM conntrolling the relay by way of grounding the main contacts to enable the secondary contacts. The other is from the oil pressure sensor or switch. These all must be checked for power supplies, typically fuses or fusible links, and the switches that control them. you must find out if you have a bad switch or an open wire someplace.
