Your last indication high idle at start up or low idle at cold leads me to propose you look at the TPS Throttle Position Sensor. I have a 1988 Cherokee w/150K miles, and the TPS was replaced three times. it's a small potentiometer which gives a voltage corresponding to the throttle position closed, WOT or in between. Over time, the 'pot' wears out and the voltage reading zero to five volts becomes erratic, so the engine computer will not give the correct pulses for the fuel injectors.
Use Google to find the fix procedure or verify with any Jeep fix manual. You need a voltmeter to measure the voltages and maybe some sharp pins or needles to stick into the wires to get a good reading.

High rev may be oil to get in to your air filter and screwing around with you sensors . The Stumbling under load may be a backed up Cat system. .
