Headlamps last changed in 2004. What is meant by 'headlamp relay'?

it's just possible that both low beam filaments burned out. I notice the car is '93, when did you last change them?

Its either the bulbs themselves or the switch that turns them on.

Is there a headlamp relay? If there's, it may be the problem.

The light blubs themselves sound like they need replacing.
