First of all it having no trans. liquid makes no difference if it'll start or not. Since it is a Jeep I have two ideas ouside of the evident..does it have gas? . It may be the pressure regulator or the temperature sensor. On Jeeps if the temp sensor goes out then it does not know how much gas to give the engine. It could also help if I knew the year and model.

No, but having no liquid isn't good for it also.. I could really be lots of things. Bad Battery, Bad spark plugs, wires, etc.I could attempt to jump it and if it does not work it may be the starter but not probably. I could check the batter 1st.

You did not state what model or year or anything but I have an 04 Wrangler X and everything and I mean everything is tied to the Microprocessor so yes. If you have any liquid levels that low and the CPU knows it? it's possible that it will not start. I have my whole Dash display shutdown now, all my guages and indicaters and displays and everything all because a stupid buzzer shorted out and the CPU thinks there's "NO BUS' or communication between the dashboard and the engine computer. $900.00 to fix.

You say your jeep wont stop? then you talk about not starting so I am going to guess your jeep isn't starting. You say it makes a sound like its going to start, I am guessing when you turn the key the motor is turning over, makes a rrr rrr rrr sound but doesnt "catch" and start. There are three things a motor needs to run, air/fuel mixture, compression and spark. I could start by ensuring you have gas in the car, jeeps are notorious for flawed gas gauges. If you have lots of gas then you most likely don’t have spark, it may be compression but unless you overheated it recently it most likely isn't. you may be able to check spark by pulling off one of the spark plug wires, sticking a screw driver and holding the metel shaft of the screw driver near something metal, hold it about 1/8 inch away and you may want to see a blue spark jump from the screw driver to the metel. be sure you're holding the plastic grip of the screw driver or you may be able to get shocked, of course that will telll you there's spark also. It wont kill you but you'll know you have been shocked. be sure when you do this the metel you choose for your ground is NO WHERE near the battery, batteries omit gasses that can because an explosion. Also be sure there's no fuel leaks when you do this so you don't burn you jeep down.
I could propose putting in more gas, at least $10.00 worth, be sure your on level ground as well, if that doesnt get it to start, take it to a qualified mechanic to have the problem identified. we have a saying in the vehicle business, pay me now, or pay me more afterward. Auto repaire may seem costly but If you don't know what your doing it can cost you lots more afterward.
And just because you have gas and spark and with good compression it doesnt mean the car will start and run. There are many factors that make the motor run that you need special equipment to check all are doing what they should be doing.
And no transmission liquid wont have anything to do with the motor starting, but once your vehiclew is running it may not move under own power. With an auto transmission, its the liquid that makes the car go, and you may be able to only tell if you have enough transmission liquid in an auto if the motor is running and warmed up. If you're checking the transmission liquid with the motor off it'll read low but migth not be, you don't want to overfill an auto transmission, this can because you to blow seels in the transmission.
