How can I learn the problem why my headlights and backlights aren't coming on on my 94 dodge intrepid?

Look in your manual and check which fuses control those lights. Take the fuses out and see if they're good or bad. If they are bad the little wire inside the fuse that connects both sides will be burned in half. Have you tried checking the bulbs? That may be a possiblity also.
