Well, making it lots harder to get your permit in the 1st place could be a good start. I'd say that at least one in three people on the road aren't competant enough to be driving. More people should take the bus, and bums should not be allowed to take the bus. That way the bus seats will not be protected in beer and skuz, so normal people will be more wanting to take them.

Oh yeah, and LA could stand for about 20 million of it is residents to move someplace else.

The simplest solution for you is to move to live some place else.

This is a challenge of every big city, in which there needs to be continous improvement on many fronts, good financial support for the transportation system upgrades, relevant planning commissions holding public hearings for people to support plans and prioritize their implementation.

Arrange for planners, and public to view how other big cities are dealing with alike challenges, so that Y"all can learn from each other's great solution ideas.

Do you know what telecommuting is?

That's where you commute to work, not in person, but you sit at home at a computer that's connected to your work place over phone lines, Internet, Cable like Cable TV. You may have to go into the office sometimes, but not every day.

The state can support this activity with tax breaks.

Subway systems, and expansion of routes.

Do you have inner waterways that will sustain travel on water taxis, water buses?

Take a look at the highway congestion. Is it pretty much same in both directions all highways? In many communities there are regions predominantly residence, predominantly people working, which leads to heavier traffic on one side of the highway when people going to work, heavier other side when people going home.

These times of day are pretty predictable. The highway may be redesigned so that certain lanes are open in one direction one time, other direction other time. This uses the highway capacity more proficiently for the needs of the people.

There may be double decker and triple decker highways, but watch out for earthquake proofing this.

Businesses may be encouraged to stagger hours when people start end work day, relative to the other businesses around them, so there's less of the phenomena of everyone arriving or leaving about same time.

Special lanes on the highways for busses, car pools & different other ways to support car pooling.

For example, the city could offer tax breaks to businesses that have several their people arriving to work via car pools, and jointly with the car pool people offer some more inducement, like lower price on gasoline.

Decent parking low price, good security at stations in suburbs where people get on express bus, rail systems.

Encourage helipads on roofs of downtown buildings, along waterfront, big places people visit . get the more well to do people in the habit of traveling by helicopter, so that's another economic class removed from the congestion.

Downtown, also to street level sidewalks, have an elevated level where people can walk, without needing a cross walk. Regular stairs and elevators connecting this to street level and to underground garages.

Bridges higher up to connect pedestrians from big shopping stores, conference center, tourist attractions, so they not have to go all the way to street level to get to bordering building . earthquake evidence in construction.

In the downtown area, have a free bus service loop, so customers can get from one bunch of stores to another as easily as they get from airport parking to the airport.

Airports have people movers where people stand horizontally and get a ride great distances from terminal to terminal, like escalators laying flat. Look into other places it may be good to install such things.

The reverse of tax breaks, gas discounting, free shuttle bus etc. is higher taxes to deter some activity.

What does it cost to park downtown . increase that.
Is parking allowed with parking meters downtown? End that, change it to no parking.
Require stickers on cars . no or low pollution, tax to use the highways, to be downtown in private car . make it so costly more people have to take the bus, subway, etc.
