How to get a title?

can you get a title from just a bill of sale and the approval of the last owner. Because the owner of the car lost the title but he gave me a bill of sale and hes too busy to got to the dmv.

You never should bought the car without the title. You don't know who really owns it. You better get a hold of that dude and tell him to get you a copy title ASAP. If he wont, then the only thing to do could be to call the police and have them tag the car as abandoned, then you may be able to get a title in a month or so.
