Best thing to do is verify with the banks..they are the ones who have such cars...They either park them in front of the bank or sell them at auction..it's best to call then and learn to see if they do such thing...I know some here in Houston TX that do that.

Assuming you're asking about a repossessed car, each finance company and bank has their own rules and procedures. Some may sell at public auction, some may sell them at dealer only auctions, and some may particularly the small banks and credit unions may attempt things like putting them in front of the branch with a for sale sign on it.
You could have to look for auctions in your area. In many places, these auctions are advertised in the public notice part of the classified ads in your paper.
Be aware that majority repos are sold as is, with no warranty. you also could, usually, have to pay cash on the spot whenyou purchase at auction. Most reposessed vehicles haven't had all the maintenance done on them. If you can't pay for the payment, you typically don't have the money for maintenance, so be cautious.
