I can not open the front hood of my 1999 Acura 2.3 CL, what am I supposed to do?
I have WD 40ed the silver latch in the center under the front hood after popping it, still it still will not budge. I have been using the car for the last three months, it used to be used by my brother. He told me he never had such a problem. This small problem is causing a big headache.

I can pop the hood from inside my car, THAT isn't THE PROBLEM.

Once the hood is popped, I can not get it completely open because the latch located UNDER THE HOOD, doesn't move.

You may have to increase the front of the car, but 1st see if the pull handle is broken and the cable is sticking out, if you may be able to see it use a pair of pliers and pull the cable that should release the hood . If the handle is OK but the hood do not release then have someone pull the handle and with the palm of your hand hit the hood near the center of the hood not to hard you may dent it the hood should pop open. If not with the car raised somewhat remove the lower plastic cover you'll have to reach up under the hood area from the bottom and attempt to pull the cable or with a screw driver push the release handle and ot should release the hood, when its open lube the parts and turn the two rubber bumpers on each side of the where the hood closes and that should crack the open problem, Good Luck and GOD Bless

Try closing the hood tightly till you may be able to hear an audible "CLICK"
as the latch snaps into place. Then start your "hood popping" exercise over again to see if you may be able to repeat the normal hood release procedure. on occasion the latch comes loose from its mounting or on occasion it can break, so get down on your knees with a flashlight and look under the hood for any kind of latch problem, like maybe a broken release cable.

if you look closey you may be able to see a hook that is shap like the letter "r". attempt to get a screw driver and pry it to the left or right based on which way the "r" is facing,
