265 70 R17 come out to diameter = 31.6", width = 10.4"
265 75 R17 come out to diameter = 32.6", width = 10.4"
Actual sizes will differ somewhat based on the maker. But overall, the 70's are an inch smaller than the 75's, and both are the same width.
If you have a TJ 97 06 with at least a 2" lift, or a JK 2007 model year, go with the bigger 75 size. If it is a TJ without a lift, 75's will not fit a stock TJ without important rubbing. In that case, go with the 70 size.
As for tire suggestions, tires are like shoes, lots to decide from and as many opinions. For offroad rock crawling, I personally like Goodyear MT/R's. BFG Mud Terrains are good offroad. For mixed street use, I like BFG All Terain T/A's. I have heard good things about Maxxis Bighorns, but I don’t have personal experience with them.
I hope that assists you.
