I have a 2006 unlimited which I rotated the tires using a 48 hilift. It was the 1st time I had used the hilift and it was a pretty experience. No injuries to either myself or the jeep but using wd40 while having the hilift engaged because I had not bothered to oil the moving parts previous gave me a real eyeopener. generally oil the moving parts. The nice thing about the hilift is that you needn't get dirty putting the jack on the axle, bumpers work great.

Bigger is generally better.
Get a sand stand for the hi lift...it helps support the jack

48" is plenty for a 4" lift.

Depends. If you are on the street your stock jack and a small block of wood is all you need. Raising the suspension does nothing to the axle clearance. You most likely have bigger than stock tires. The stock jack works with 30" so with 35" which is all you may be able to fit under a 4" you're only 2.5" taller under the axle tubes. Gab some 2x4 blocks and call it good.
For off road the answer is more about to get unstuck than tire change out. Unless you're changing out in the center of a ugly feature the 48" is more than enough to exchange rubber.

I rarely reccomend a high lift for changing a tire. they're purposely off balance and are truely meant for lifting vehicles out of ruts by lifting the car, then tipping the jack. A 36" high lift will really lift it high enough to change the tire, but be very cautions. For majority of cases, a medium size axle jack works best for changing tires on the road.
