It does not comply with federal emissions standards nor does it pass the bumper test at five or something mph. but although there are tuning manufactuers that change them to comply with the rules. This is the same deal in Canada, but they're legal as long as they're 15 years or older. I do not know American rules or rules on that one.

nope, they just do not import them. you may be able to purchase one and have it shipped over here if ya want. there is some on the streets in the US now

A direct Import from Japan, seemingly yes.
It has something to do with the position of the gas tank.
Where it's , in Japan it's suited, however for American standards it is regarded as unsafe and must be moved.

It's legal to drive one, if it was deemed street legal.

The engine is 2.6 L, dual overhead cam, 24 valve, twin turbo charged, and
intercooled producing 276 hp @ 6800rpm, able of handling over 600 hp without
internal mods.
The ATTESA E TS system an electronically controlled all wheel drive system.
When the computer senses a loss of traction it automatically sends up to 50 %
of the torque to the front wheels. Under normal conditions the car remains
rear wheel drive.
The R33 and R34 are available with ATTESA E TS Pro. The Pro system will include a
more aggressively controlled torque splitting computer and an electronically
controlled restricted slip differential in the rear end.

You can import one from Japan, or Austrailia but you must have it legilized, to pass american crash and saftey standards. Unless you may be able to do this work yourself it's costly. you may be able to import one and classify it as a "show" car and not have to legilize it, but there's a mileage bound per year, which is low.
