I'm need a hitch and electric installed to my 2004 Dodge Caravan.?
Should I send it to the Dodge dealership $348, local mechanic $280 or purchase the parts and have my friend that has done it before do it?

Save the money, have your friend do it. be sure the hitch is particular to your car, should be an easy screw in. be sure all hardware is tight. don't cut and splice the wiring. Get an adaptor. The adaptor is an easy plug and play kind of thing.

If you may be able to get a hitch someplace pretty reasonable do it.
I have an 2006 Dodge great Caravan and my daughters dad is putting it on and all you must do is get some wire and a inline fuse and tie into your lights or onto your battery and put an outlet in the back so you may be able to connect the trailers wiring harness to yours.
My advice could be let your friend do it.
