Does the 2001 Outback have an interior air filter? I can not seem to find anything in the manual.
Also where is it?

It may have one, it depends if the dealer installed one or has been ordered by the dealer.
They are located behind the glove box. When you drop the glove box you'll see two tabs. softly pull up on each and slide it straight out, if there's none it'll simply be a cover. At that point if you do want one, all you must do is put one in while the blank is out.

My '07 Outback has a yellow sticker on the end of the dash that's observable when the door is open that advises me that there's an interior or cabon air filter. The manual says something like "not all Outbacks are equipped" with this air filter and it tells you to look for that sticker. Maybe your '01 could have one, too. I don’t have idea where the filter is, although.
