Is there a mapping program that takes into account the traffic at different times of day?
For example, I have an interview at 9:00 am accross town but I don't know the traffic patterns. Can I get a map that will take into account those patterns and give me an correct e.t.a.?

The traffic applications available today with "predictive" information are primarily for commercial users like truck fleets. Check out LandSonar landsonar.com. Transit trip planners use a alike feature either "arrive by nine AM" or leave at some time to see how to prepare the journey, but I haven't seen those for buyer "traffic" applications still sorry.

That could be impossible. A map can not give you an correct time with traffic. If there was a five car wreck how could the map figure that in it is time frame. Traffic changes everyday.

If you have a GPS, look into traffic subscription feeds. They do, though, require a subscription.
