The Volkswagen ac evaporator is a coil pack, usually located behind the center console or the dash, it's quite alike to the ac condenser, but much smaller. The ac refrigerant is a liquid when it enters the ac evaporator. As the heater fan blows hot air over the ac evaporator. The hot air causes the liquid ac refrigerant to boil and evaporate. that means that the Volkswagen ac evaporator absorbs the heat from the warm air in the car. Once the evaporator absorbed the heat from the warm air, as the air passes thru the ac evaporator the warm air is cool air.
That's why it takes a little longer than a regular vehicles ac.

That looks a little slow, but overall, you typically have to wait some minutes to get the ac really working and cooling the car.

I live in one of the hottest places in the USA and feel my cold air in about two minutes max. By 15 minutes I turned the blower down. You have to take it in and get it checked.
