really, the real answer is 'it does not matter much'.
On a common multi leaf spring, the major is some length/arch. If you break one leaf on one spring, all you have to do is cut it separately, find a alike substitute, and put it in. Once you tighten the center screw, that leaf matches the curve of the ones above & below it.
Now, if you break the 'main' spring, you most likely want to replace the assembly on both sides to avoid leaning.
