My suspicion is it is your IAC aka ISC
Most mitsu fuel injected engines use an IAC/ISC Idle Air Controller Servo aka Idle Speed Controller .
One of the jobs of this servo is to let the engine to idle higher when cold kind of like an auto engine choke and also increase the idle when you put extra strain on the engine AC system as an example .
It's not unusual for the servo to stop operating properly. This usually happens because dirt / dust collects on it and makes it more and more hard for the servo to move. sooner or later the servo simply doesn't have enough power to move and your car not idles properly when cold or when a load is placed on it.
To fix this, it can be a simply as removing the servo and cleaning it of all the dust. If you have let this condition last for too long, you may end up burning out the servo. If this happens you'll have to replace it. IIRC it'll be some number of hundred dollars for a new one or you may be able to fix the servo itself for about $150 online.
As was pointed out, if you do not replace it and it totally fails, it can send a spike of power to your ECU and destroy it also. Then the cost simply goes up substancially for your fix.
I should also add that you may want to certainly examine your air filter 1st I am presuming you are going to do that .
As for what they do for a tune up.
A tune up usually comprise of replacing your air filter, spark plugs, spark plug wires, your cap & rotor and your coil wire.
Tune up's usually don't include checking your IAC/ISC. HTH.
