It's dangerous. It was dangerous 40 years ago when I started hitchhiking, it is gotten more dangerous since and I am a 6' man with martial arts, deadly and non deadly weapons, and hand to hand combat training.
I would not do it.
For personal transportation it is still possible to find a driveable car for under $500 some churches have "car ministry" programs, I myself have given away a couple of running cars through "Freecyclethe" . to get it insured is typically the hardest part.
You can still take a bus just about anywhere, they frequently have $99 round trip fare programs, good for anyplace in the US. it is easier in Europe with the "Eurailpass" or "Studentrailpass" systems.
There are lots of cheap, safer alternatives to hitchhiking.
