1999 Jeep great cherokkee elctrical prob.I replaced 15 amp fuse for turn signals but burns out?

Got a Chilton or Haynes manual? it is possible that there's something else in the circuit. If you'll find the schematic in the back of the book.
It more probably although you have a short in one of the turn signal wires or fixtures.
Does it blow when the turn signals are not turned on?
If you're most likely have a short directly to ground to be able to blow a 15amp fuse. A continuity checker or cheap meter will assist track it down.

try changing the flasher relay 1st

has someone put a tow hitch on it. if check the wires to see if they're grounding on the frame.
