The decrease is caused by a new technique of figuring hp, the engine is dynoed with all accessory belts being driven. The real number is most likely higher than the old engine, but since the engine is driving all accessories, it seems to be lower. Good luck.

They use a little mathematic tool to make you feel like your to get more then you're. Nowhere that, I have found, does it say BRAKE hp in fact all I see is hp. A dynamometer can be used in testing in the lab. The horse power you're to get comes from rpm's and torque manipulation.
For instance
250ft. lbs. torque at 5000 rpm = 238 hp.
250 ft. lbs torque at 5100 rpm = 247 hp
See how easy it's to fool you. If the torque and rpm are increased somewhat the hp goes way up.
450 ft. lbs at 6000 rpm = 514 hp

I could say that they most probably changed the exhaust system, exactly the catalytic converter so that the engine could accomplish a lower emissions ranking.
