What are rocker panels?

And, if they're rusted out, does that influence the structural honesty of the vehicle?

The rocker panels are the pieces that run from fender to fender under the doors.

Yes they can have an influence on the structure, particularly in todays unibody construction. If someone is trying to sell you a car with "rusty rockers" you may be able to make sure there's more rust on the car. That does not mean the car is worthless, but you may want to have it inspected by a good body shop.

Rocker panels are the part of metal under the door of the car. Depends on the car but most of them don't use that as part of the structure. Some states make you keep them repaired so that no outside air can come into the car.

The area below the bottom of the doors. Depends on the kind of car. it may on a unibody.

Rocker panels are the array of rocker arms that open and close your valves. A rocker arm is a pivoted lever used in an interior combustion engine to move cam or pushrod motion to a valve stem. If your car is losing power or you're to get low gas mileage, a valve job could be called for, at which time the rocker arm assemblies may be repaired or replaced. A valve job costs in the $100s of dollars, with a minimum cost of $200 for a four cylinder car. Most probably it'll cost at least twice that much, depending. As far as structural honesty, no, the car's not going to fall separately. The engine may get damaged to a point where it could need a complete overhaul although.
