I'm presuming you have an ls? well, start off by rebuilding the bottom end, with some low/er compression pistons. build your head, with I could propose skunk cams, valves, springs, cam gears, ect. get a high flow intake manifold, like skunk, or blox, available on ebay, a high flow fuel pump, talon tsi fuel injectors, then pick your turbo, t3/t4 hybrid, t88, 16g, it depends on what kind of increase you want, 10# fast, or 18 20# afterward in the rpm range. of course it would not hurt to upgrade your computer either.

your three best alternatives are. 1.swap the motor for a b20 from a cr v drops right in it'll have to be sleeved to reach the 400hp mark but will be easer to accomplish caused by the higher displacement. 2.swap for the prelude h22 there is a company that makes a exchange kit for the third gen integra the high output variant is already at 200hp but it'll also must be sleeved for best results. 3.if you're intention on keeping the b18 you have your best bet is to get a b16 head v tec or non v tec based on what you want for turbo the non vtec is simpler to tune upgrading your valve train to titanium to get a better redline. all are good ideas and with correct tuning and turbo sizing 400hp is obtainable. but why 400 on a front wheel drive car you'll have awful torque steer?

400hp out of an integra will require a big wad of cash.

i could go for the gt35R turbo on your car. Chances are if you're wanting 400hp then you have to know it is gonna cost money. Your gonna have to rebuild your motor to accomodate for the increase. Crank, rods, bearings, valvetrain, pistons, cams, and the list goes on. The gt35r is a liked turbo and it'll be a great turbo with good efficiency, ideal if your looking for quarter mile runs. I assume that is what you want, 400hp is too much to autocross in a integra Plus it'll have lots of possible if you choose to make bigger hp.

personally I like turbos but when you have one you'll constantly be tuning it. I could recommend a supercharger for the fact that you'll have instant gains and you don't have to tune it as much as a turbo. Turbos .its been recognized to happen.will screw up on you ususally if you aren't taking care of it.
How I typically build a car is like this:
brakes and suspension what good is a car that goes fast if you can not stop?
ignition the engine will need more "firing"
cams and cam gears.if you're using a stage two then you'll have to replace pistons as well
lifters and springs
fuel rail the power is going to need more liquid

You would not want to cheap out on headlight parts. 1st off, find out what exactly was broken. If it is the headlight casing and none of the bulbs, then ask your nearest Acura dealership how much a headlight case will cost. I imagine it could be near $200. You may also check ebay, or better still, phone some autowreckers around your area and some of them may have that part for much cheaper. Installing it's a lengthy procedure if you do not know what you are doing, any body shop can do it painlessly for a decent price. Good luck.

Is it the whole headlight assembly or just the bulb? If its the assembly, check out certifit.com, there not acura brand but they fit great on every car I have used them on. I do not know if you may be able to purchase online, but they have lots of places you may be able to call and order, they're inexpensive.
