When I attempt to change the major dipped lights on my Audi A3 they don't seem to move?
Could there be a problem with the modification switch inside, which is next to the dimmer switch for the dash lights?

Good news. Bad news. The good news is that nothing is wrong with your A3. The bad news is that you can not change your headlights.

Your A3, with most other newer Audi models, has "headlight range control." When your headlights come on, do they move down and back up? Audi uses a sensor near the back of the car, one at the front of the car, and one in each headlight to level the headlights. If you have more weight in the back your headlights could shine up in the eyes of oncoming motorists. But, the Headlight Range Control Module is given signals from these sensors and knows that the rear of the car is sitting lower than the front. It sends a signal to the headlight modification motor and moves the headlights down to reimburse.

Why can not you change them? Every time you move the modification screw, and in turn the headlight, the sensor in the headlight sends its position to the Headlight Range Control Module. The Module then changes the motor to attempt to level the headlights. Every time you move it, the car moves it back. You need someone with an Audi scan tool to disable the Headlight Range Control Module while the headlights are adjusted. It can be possible with the "VAG COM" software. I'm not sure, as I only use Audi scan tools. The address word is: 55 Headlight Range Control. If you do not can access VAG COM you'll have to take it to an Audi dealer to have them adjusted.
