Where is fuse box on 1991 Lexus LS400?

There are two fuse boxes on the Lexus. The 1st is the major power distribution box and is right next to the battery under the hood. The second panel is behind the plastic kick panel under the dash on the driver's side where your feet go. The panel is vertical and covers the area from the dash to the carpet on the floor, just forward of the door. I can not remember if it is a pull off or if there's plastic turn nuts holding it, so check carefully before pulling on it.
