Jesse, I am not sure why you are interested in knowing this, but let me point out that the higher the concentration of ethanol, the better the fuel burns. One of the reasons ethanol is added to gasoline is to increase the octane ranking of the fuel. It also oxygenates the fuel, rising combustion efficiency and decreasing emissions.
That being said, there is no clear answer to your question. The federal gov't and state rules find out how much ethanol is added to gasoline more than any other reason. The EPA has chosen regions that require reformulated gasoline RFG and dictates the ethanol content to the producers. There were other oxygenates available up till 2006, when the gov't repealed rules allowing the use of MTBE.
Producers can add as much ethanol as they want, but since ethanol is costly than gasoline, there is reduced returns from rising ethanol content above mandated limitations.
