Bad fan motor, bad temp. display, bad wiring, bad relay, bad fuse? Have it checked out. It may be any of these.

The ban that runs the fan gets worn out from age, weather and general wear and tear. Its a smart idea to check all the belts in your car. based on the last time you had it serviced will find out the era of the bans.

Its important part of your car, so it'll run about $35 $50 to have it changed.

could be a fuse, or the temperature switch that tells the fan when to kick on may be bad, or the fan motor itself may have gone bad. just have to have the electricals checked on it

The thermal clutch has broken and when it not has a clutch the fan will be loose and you may want to be able to turn it by hand. or your fan belt is loose or broken. fix with new belt or new fan clutch.

A temperature sensor controls the fan. If your car overheated at any time the sensor may have been damaged. It also may have come unplugged. Most cars since the late 80's have sensors that control electrical devices. Preventive Maintenance became important for all holders. Low coolant level may caused the problem. "Pushing snow" will pack snow and ice around the fan so it can not work. The motor may just have simply gone bad. Your 1995 Honda is twelve years old and the average driver travels 12k per year, so that means your car may have 144,000 miles on it. Nothing lasts forever.
Have it checked by an ASE certified technician.

Well I think because your car needs some tlc. Spray with lube on the belts and if you get a chance clean the dirt off the engine. A dirty engine is a unhappy car.
