For all the old dears wrapped up like they are going to the Artic.

Depending on where you are sat you will be over the engine too, which may warm things up a touch.

Next to a drug dealer, pimp, or traffic warden, being a bus driver must be the most empty sad existence on earth. they try to sweat the whole thing out in some way ?

I work for a bus company and one reason is that leaving the heating on in the summer helps cool the engine down. Buses overheat quite easily caused by the engine being at the back and no air flow to cool the engine. The only thing that cools it's the engine fan which isn't enough in hot weather.

The most of the heating on buses is attached to the engine cooling system. If the 'heating' is turned off then it's greatly probably that the engine will explode when it gets too hot.

Drivers do not generally have to endure the same heat. They usually have a separate ventillation and on occasion air conditioning system in their cab, which with all the security screens these days makes for a pretty selcuded environment.
Passenger saloon heating on more modern/advanced buses can have solenoid valves also as the original engine bay gate valves, so the driver can turn the heating off.
Bus engines don't overheat if the saloon heating isn't used there's something else wrong with the car.
