My hypothesis is that the ATM machinery is standardized.
An ATM may be in a shopping mall, inside a bank lobby, where pedestrians can get to it. This way they do not have to have one model for drive thru, and another for shopping mall, one ATM has all features for all users.
There are some laws that insist on access to all types of different infrastructures for people with all different types of disabiliies. Some mixes may seem stupid, and nobody persuaded law makers to make some exemptions. I think the disabled access laws overall are a good thing to start out with common access, because if lists are made of what they should can access, we'll have tons of needs not still spelled out by the laws.
What I don't know is how a blind person is supposed to know there's an ATM over there.
