it's available as a fractional Zero Emissions car in California. It does not cost anything, but you lose some hp.

If you have a 3i, then you have the 2.0L, not the 2.3L.
I know there was a special 3i 2.0L California Emissions configuration that was down 6hp from the regular one, so I'm unsure if you 3i is a California car or not, or if it'll pass.
